Purpose of the IRS Form 2290 The purpose of the IRS Form 2290 is to record the taxable gross weight of U.S. trucks, tractors, trailers, semi-trailers, and pole trailers. The IRS requires that any owner or operator of a motor vehicle that is used to transport commercial goods or passengers for hire (regardless of whether they do so as an independent owner-operator or as an employee) must submit a form 2290 form.
