Unified Carrier Registration (UCR) Fees in California

The Unified Carrier Registration (UCR) plan is a federal program that requires anyone running commercial motor vehicles in interstate commerce to register each year. California does not take part in the UCR agreement, but that does not exempt its carriers. California-based interstate motor carriers, freight forwarders, brokers, and leasing companies must still complete the annual registration.

Who Must File in California

Any California business that moves vehicles across state lines or international borders needs to file. The requirement covers:

  • For-hire and private property carriers operating vehicles with a Gross Vehicle Weight Rating (GVWR) above 10,000 pounds
  • Passenger carriers that transport more than 10 people, counting the driver
  • Haulers of hazardous materials that require placards
  • Freight forwarders, brokers, and leasing companies that arrange interstate transportation, even when they own no power units

Carriers that operate only within California are not required to register for UCR.

How California Carriers File

Since California does not collect UCR fees itself, fleet operators register through a participating base state, such as Arizona, or through the national UCR portal. The process has five steps:

  • Confirm USDOT status: The active USDOT number should match the carrier’s current classification.
  • Count the fleet: The carrier totals the qualifying commercial motor vehicles (power units) it operated during the designated 12-month period.
  • Submit the registration: Business details are entered into the national UCR system.
  • Pay the fee: Payment can be made online by credit card or Electronic Funds Transfer (EFT).
  • Keep proof of filing: Official receipts should be stored so they can be shown during roadside inspections or federal audits.

UCR Fee Schedule

The Federal Motor Carrier Safety Administration (FMCSA) sets UCR fees according to fleet size.

Fleet Size (Power Units) Annual UCR Fee (USD)
0–2 (includes brokers and freight forwarders) $46
3–5 $138
6–20 $276
21–100 $963
101–1,000 $4,592
1,001 and above $44,836

Deadlines and Penalties

Registration for the coming calendar year opens on October 1, and payment is due by December 31. A carrier that runs an interstate fleet without an active UCR filing may face heavy fines, vehicle detention, and out-of-service orders issued by enforcement officers in any state.

The assistance provided was beyond expectations. This was my first time doing it, and their support stayed with me until everything was completed. It took me longer because I was multitasking and they waited whileI was getting other things done. Thank you! The best service I have ever received from any phone support.

I've been with them for just under a year. They are good people who conduct business in a professional manner. they stay on top of trending news in the trucking industry and use that knowledge to better serve their customers. I like the family atmosphere and the first-name basis. pricing for services is lower than the industry standard , I think I'll stay right here.

I have been using Simple Truck Tax for six years now to file our yearly 2290. It is simple to use, and they file it quickly. I have a login, and it is easy to add and remove trucks. They remember my information, so I don't have to upload it again the following year. I definitely recommend their 2290 service.
